Cancel the debt now to deliver climate justice!
54 countries in the global south are in debt crisis. Debt drains resources away from healthcare, education, social protection, a green just transition and addressing the impacts of the climate crisis, and transfers them to the pockets of foreign creditors. Global south countries are spending 12 times more on repaying debt than they are on addressing the climate crisis. Meanwhile, many countries are being forced to exploit their natural resources, including fossil fuels, to generate revenue for debt repayments.
Debt crises are no accident. From the era of colonialism to the present day, countries in Africa, Asia, Latin America and the Caribbean have been forced to rely on borrowing to make ends meet.
Now rising interest rates, high food and fuel prices, and the impacts of the climate crisis, are making the situation much worse.
Rich countries are not fulfilling their own commitments to give climate finance. They are promoting false solutions. And they are refusing to recognise their climate debt to global south countries. This is a debt they owe for the destruction they have caused to our planet from industrialisation to the present day, only made possible because of the colonial and neo-colonial plunder and exploitation of the global south. The recognition of the existence of a climate debt that the global north owes to the global south should lead to structural and financial reparations, which must be understood as a form of reparative justice rather than ‘aid’.
Climate vulnerable countries are being forced to borrow to cover the costs of their adaptation and mitigation needs, and to cover the costs of addressing Loss and Damage. Much of the meager climate finance made available comes in the form of loans, a clear injustice to the people and communities of the global south who have long suffered the impacts of the climate crisis they did not create. Inevitably, as debts accumulate, debt service also soars, including repayments for many questionable and fraudulent debt-funded projects that have destroyed environments, worsened the climate crisis, displaced communities, and violated human rights.
Global south countries are stuck in a debt-climate trap, while wealthy banks, corporations and institutions profit from this unfair situation. This injustice has to end.
Global south debts must be cancelled to allow governments to tackle the climate crisis, address inequalities and invest in their peoples’ wellbeing.
Rich countries must immediately agree to cancel debt across all creditors, for all countries in need, and without conditions. The UN Climate Summit - COP28 – at the end of November will be a key opportunity for them to do so. Only through ambitious debt cancellation can global south governments provide adequate public finance to respond to their immediate and long-term development needs, including the climate crisis. Only with debt justice can we have climate justice.
This year we need to see:
- A comprehensive and rapid debt cancellation process covering private, governmental and multilateral creditors;
- The enforcement of private lender participation in debt relief through legislation in major jurisdictions, including New York and the UK;
- Rich countries delivering on their promises to provide adequate new and additional, grants-based climate finance.

54 pays du Sud sont en crise de la dette. La dette draine les ressources consacrées aux soins de santé, à l'éducation, à la protection sociale, à une transition verte et équitable et à la lutte contre les effets de la crise climatique, et les transfère dans les poches des créanciers étrangers. Les pays du Sud consacrent cinq fois plus d'argent au remboursement de leur dette qu'à la lutte contre la crise climatique.

Cancelar a dívida agora pela justiça climática
54 países do sul global estão em crise da dívida. A dívida drena recursos alocados à saúde, educação, protecção social, à transição verde e justa e à adaptação e mitigação dos impactos da crise climática, e transfere-os para os bolsos dos credores estrangeiros. Os países do sul global estão a gastar 12 vezes mais no pagamento da dívida do que no combate à crise climática. Enquanto isso, muitos países são forçados a explorar os seus recursos naturais, incluindo combustíveis fósseis, para gerar receita para os pagamentos da dívida.
As crises da dívida não são acidentais. Desde a era do colonialismo até os dias de hoje, os países da África, Ásia, América Latina e Caraíbas foram forçados a depender de empréstimos para sobreviver.
Agora, o aumento das taxas de juros, os preços elevados de alimentos e combustíveis e os impactos da crise climática estão a piorar a situação.
Os países ricos não estão a cumprir os seus próprios compromissos de financiamento climático. Estão a promover falsas soluções. Simultaneamente, estão a recusar reconhecer a sua dívida climática para com os países do sul global. Esta é uma dívida dos países ricos pela destruição que causaram no planeta, desde a industrialização até à actualidade, só possível por causa da pilhagem e exploração colonial e neocolonial do sul global. O reconhecimento da existência de uma dívida climática que o norte global deve ao sul global deve levar a reparações estruturais e financeiras, que devem ser entendidas como uma forma de justiça reparadora e não de “ajuda”.
Países vulneráveis às alterações climáticas estão a ser forçados a contrair empréstimos para cobrir os custos da sua adaptação e necessidades de mitigação, e para cobrir os custos de Perdas e Danos. Grande parte do escasso financiamento climático disponibilizado vem sob a forma de empréstimos, uma clara injustiça para as pessoas e comunidades do sul global que há muito sofrem os impactos de uma crise climática que não criaram. Inevitavelmente, à medida que as dívidas se acumulam, o serviço da dívida também aumenta, incluindo o pagamento de muitos projectos duvidosos e fraudulentos financiados por dívidas que destruíram o meio ambiente, agravaram a crise climática, deslocaram comunidades e violaram os direitos humanos.
Os países do sul global estão presos numa armadilha de dívida do clima, enquanto bancos, corporações e instituições ricas lucram com esta situação injusta. Esta injustiça tem que acabar.
As dívidas do sul global devem ser canceladas para permitir que os governos encarem a crise climática, enfrentem as desigualdades e invistam no bem-estar dos seus povos.
Os países ricos devem concordar imediatamente em cancelar dívida detida por todos os credores, para todos os países necessitados e sem condicionalismos. A curto-prazo, estes países terão diversas oportunidades para o fazer, nomeadamente durante a Assembleia Geral da ONU e a Cimeira dos Objectivos de Desenvolvimento Sustentável (Nova Iorque, Setembro), os Encontros Anuais do FMI e do Banco Mundial (Marraquexe, Outubro) e a COP28 (Dubai, Dezembro). Só o cancelamento da dívida permitirá aos governos do sul global assegurar financiamento público adequado para responder às suas necessidades de desenvolvimento imediatas e de longo prazo, incluindo a crise climática. Somente alcançando justiça da dívida podemos ter justiça climática.
Este ano, consideramos essencial ver cumprido: Um processo de cancelamento de dívida abrangente e rápido que inclua credores privados, governamentais e multilaterais; A imposição da participação de credores privados nos processos de alívio da dívida por meio da legislação nas principais jurisdições, incluindo Nova Iorque e Reino Unido; As promessas dos países ricos no sentido de fornecer financiamento climático novo e adicional adequado, baseado em subvenções.

ගෝලීය දකුණු රටවල් දේශගුණික ණය උගුලක සිරවී සිටින අතර ධනවත් බැංකු සහ ආයතන මේ අසාධාරණ තත්ත්වයෙන් ලාභ ලබයි. මේ අසාධාරණය අවසන් කළ යුතුයි. දේශගුණික අර්බුදය විසඳීමට, අසමානතා අඩු කිරීමට සහ ඔවුන්ගේ ජනතාවගේ යහපැවැත්ම සඳහා ආයෝජනය කිරීමට රජයන්ට ඉඩ දීම සඳහා ගෝලීය දකුණේ ණය අවලංගු කළ යුතුය. සියලුම රටවල් සඳහා ලබා දී ඇති සියලුම ණය, කොන්දේසි නොමැතිව අවලංගු කිරීමට පොහොසත් රටවල් වහාම එකඟ විය යුතුයි. ඔවුන්ට එසේ කිරීමට ඕනෑ තරම් අවස්ථා තිබේ: එක්සත් ජාතීන්ගේ ජනරාල් එකලස් කිරීම සහ SDG සමුළුව (නිව් යෝර්ක්, සැප්තැම්බර්) , IMF සහ ලෝක බැංකු වාර්ෂික රැස්වීම් (Marrakech, ඔක්තෝබර්) සහ COP28 (ඩුබායි, දෙසැම්බර්). අභිලාෂකාමී ණය අවලංගු කිරීම හරහා පමණි ගෝලීය දකුණු ආන්ඩුවලට දේශගුණික අර්බුදය ඇතුළු දිගුකාලීන සංවර්ධන අවශ්යතා සදහා ඔවුන්ගේ ක්ෂණික ප්රතිචාර දැක්වීමට ප්රමාණවත් මහජන මුදල් සැපයිය හැකි වන්නෙ. ණය සාධාරණත්වයකින් පමණයි අපට දේශගුණ යුක්තිය ලගා කර ගත හැක්කේ.
මේ අවුරුද්දේ අපි බලන්න ඕනේ:
● පුද්ගලික, රජයේ සහ බහුපාර්ශ්වික ණය හිමියන් ආවරණය වන විස්තීර්ණ සහ වේගවත් ණය අවලංගු කිරීමේ ක්රියාවලියක්;
●නීති සම්පාදනය හරහා ණය සහන සඳහා පුද්ගලික ණය දෙන්නන්ගේ සහභාගීත්වය වැඩි කරීම සදහා නිව් යෝර්ක් සහ එක්සත් රාජධානිය ඇතුළු අධිකරණ බල ප්රදේශ වල ක්රියාත්මක කරීම;
● පොහොසත් රටවල් ප්රමාණවත්, නව සහ අතිරේක, ආධාර මත පදනම් වූ දේශගුණ මූල්ය සැපයීමට ඔවුන්ගේ පොරොන්දු ඉටු කිරීම,

لإلغاء الديون حالًا من أجل تحقيق العدالة المناخية
تعاني 54 دولة في الجنوب العالمي من أزمة ديون، التي تستنزف الموارد على حساب الرعاية الصحية والتعليم والحماية الاجتماعية والانتقال الأخضر العادل ومعالجة آثار أزمة المناخ، وتحوّلها إلى جيوب الدائنين الأجانب. لذا، تنفق دول الجنوب حول العالم على سداد ديونها خمسة أضعاف ما تنفقه على معالجة أزمة المناخ. وفي ذات الوقت، تضطر بلدان عدّة إلى استغلال مواردها الطبيعية، بما في ذلك الوقود الأحفوري، لإيجاد الإيرادات اللازمة لسداد الديون.
لكن أزمات الديون لم تحدث صدفة. فقد اضطرت دول في إفريقيا وآسيا وأمريكا اللاتينية ومنطقة البحر الكاريبي إلى الاعتماد على الاقتراض لتغطية نفقاتها، منذ عصر الاستعمار وحتى يومنا هذا.
ويأتي ارتفاع أسعار الفائدة والغذاء والوقود، وتأثيرات أزمة المناخ، ليجعل الوضع أسوأ بأشواط.
أمّا الدول الغنية، فهي لا تفي بالتزاماتها بتمويل المناخ. وتقوم بالترويج لحلول كاذبة. وترفض الاعتراف بديون المناخ لصالح دول الجنوب، أي الذي يدينون به لتسببهم بتدمير الكوكب منذ بداية عصر التصنيع إلى يومنا هذا، والذي لم يكن ليصبح ممكنًا إلّا نتيجة النهب الاستعماري والاستعماري الجديد واستغلال الجنوب العالمي. ويأتي الاعتراف بوجود دين مناخي يدين به الشمال العالمي لجنوب الكرة الأرضية مع ضرورة دفع التعويضات الهيكلية والمالية، على أساس كونها شكل من أشكال العدالة التعويضية، لا "الإغاثة".
وتضطر البلدان المعرضة لتغيّر المناخ إلى الاقتراض لتغطية تكاليف احتياجات التكيّف والتخفيف ومعالجة الخسائر والأضرار. ويأتي جزء مهم من التمويل الضئيل أصلًا المتعلق بالمناخ على شكل قروض، وهو ظلم واضح لشعوب ومجتمعات جنوب الكرة الأرضية بعد طول معاناتهم من آثار أزمة المناخ التي لم يتسببوا بها. مع تراكم الديون، ترتفع خدمة الديون حتمًا، بما في ذلك دفعات مختلف المشاريع المريبة والاحتيالية الممولة بواسطة الديون وأدّت إلى تدمير البيئات، ومفاقمة أزمة المناخ، ودفعت بمجتمعات بأكملها إلى النزوح، وانتهكت حقوق الإنسان.
تجد بلدان الجنوب العالمي نفسها أسيره فخ الديون والمناخ، وتقوم المصارف والشركات والمؤسسات الثرية بالاستفادة من هذا الوضع غير العادل.
على هذا الظلم أن ينتهي.
يجب إلغاء ديون الجنوب العالمي لإتاحة الفرصة للحكومات لمعالجة أزمة المناخ واللامساواة والاستثمار في رفاهية شعوبها.
على الدول الغنية أن توافق على الفور على إلغاء الديون من جميع الدائنين، وللبلدان المحتاجة كافة، ومن دون شروط. كما أن أمامها فرصًا قادمة كثيرة للقيام بذلك: الجمعية العامة للأمم المتحدة وقمة أهداف التنمية المستدامة (نيويورك، أيلول/سبتمبر)، الاجتماعات السنوية لصندوق النقد الدولي والبنك الدولي (مراكش، تشرين الأول/أكتوبر) والدورة الثامنة والعشرين لمؤتمر الأطراف (دبي، كانون الأول/ديسمبر). من دون إلغاء حاسم للديون، لن تتمكن حكومات الجنوب العالمي من توفير التمويل العام الكافي للاستجابة لاحتياجات التنمية، الفورية وطويلة الأجل، بما في ذلك أزمة المناخ. فقط من خلال عدالة الديون يمكن تحقيق العدالة المناخية.
