On the occasion of the 2022 G7 Summit:
Cancel the debt in the face of the health, economic, and climate crises!
This year’s G7 Summit is again approaching in a world that has seen little progressive change but has instead fallen deeper into debt bondage, inequality and impoverishment under a neoliberal system led and maintained by the richest countries. Bearing the heaviest yoke of debt burdens are the billions of people in the global south who have experienced the greatest threat to their survival and human rights during the COVID-19 pandemic. They remain in the grip of the multiple crises of health, economic recession, and intensifying climate change. These crises worsen under the weight of the accumulation and servicing of unsustainable and illegitimate debts, as well as fiscal consolidation under IMF loans. This has in turn led to worsening inequality, particularly among women, minorities, refugees and other marginalized groups.
The G7, with the support of the International Monetary Fund, the World Bank and private lenders, have persisted in pushing their debt “relief” measures – with dire consequences – and now promise “enhancements” in the face of failure. Many countries in the global south that entered the pandemic with existing high levels of debt are now deeper in debt than before as a consequence of both fiscal stimulus response measures to the pandemic and a low interest rate in a global context. This has fueled excessive lending and borrowing. As we warned, the inadequate, piecemeal, temporary and debt-creating responses of the G7/G20 solutions have missed the mark and only made conditions worse. They have shown, once more, their inadequacy in enforcing the participation of private lenders, to which global south countries have become heavily exposed. They have proven once again to be false solutions that are only eroding more livelihoods, deepening inequality, exacerbating the climate crisis, and threatening more lives, particularly in the wake of the current food and fuel price inflation shock.
Totally ignored is a major call from the global debt justice movement for the unconditional cancellation of public external debt payments by all lenders – bilateral, multilateral and private – for all countries in need for at least the next four years as an immediate step, and a clear program towards the unconditional cancellation of outstanding debt. No heed has been paid to the decades-long call by debt justice movements to establish a transparent and binding multilateral framework for debt crisis resolution that addresses unsustainable and illegitimate debt and provides systematic, timely and fair restructuring of sovereign debt, including debt cancellation, in a process convening all creditors.
Much of this debt is unsustainable and illegitimate. Loan conditionalities of austerity have contributed to the vulnerabilities of the global south to multiple crises that continue to plunge peoples into greater deprivation. Yet, payments for these debts continue to be claimed, without the benefit of any audit or review as to their questionable nature and terms. There also appears to be little serious concern for increasingly catastrophic climate change risks, and no regard for the scale and gravity of COVID-19’s adverse impacts on peoples’ health and lives, livelihoods and incomes, and the overall enjoyment of human rights. It is increasingly clear that the financial priorities of creditors supersede the human rights of people and nations across the global south.
We stress anew the urgency of canceling unsustainable and illegitimate debts to free up resources for immediate needs – for vital and universal healthcare, social protection, and other essential services and rights; to secure the safety and well-being of people and communities; to provide economic and structural assistance to affected, vulnerable and marginalized individuals, families and communities; to undertake urgent climate action, and build economies that are equitable, that uphold human rights, promote gender, race and ecological justice, and are climate resilient and compatible with the health of the planet.
Funds freed from debt cancellation should not be counted as part of fulfilling the obligation of global north and G7 countries to deliver climate finance for the global south. The refusal of global north leaders to meet their full obligations is costing the global south dearly in terms of urgently needed adaptation programs, coverage of climate-related loss and damage, ecological restoration, and the rapid and just transition out of fossil fuel energy systems. Meanwhile, more loans are being pushed forward as climate finance and there is a persistence in fossil fuel lending, plunging the global south deeper into debt, and exacerbating the climate crisis. The G7 and G20 are peddling more inadequate and/or false solutions such as debt-for-climate swaps which, at best, have brought meager relief, and at worst, legitimized dubious and harmful loans and brought in costly terms and conditionalities.
With stronger voices and an ever-growing reach, we reiterate our demands for debt justice:
- for immediate debt cancellation to enable people to deal with the multiple crises; to that end the G7 countries should enact national laws that make it mandatory for private creditors to participate in debt relief;
- for an end to the exploitation of peoples and destruction of the environmentthrough lending;
- for the immediate delivery of new, additional and non-debt creating climate finance for adaptation, mitigation and loss and damage, far beyond the unmet $100 billion/year pledge, that adequately meets the needs of the global south;
- for stopping over-reliance on borrowing by supporting structural transformation across the globalsouth towards economic diversification and policy autonomy; and
- for systemic changes in financial and economic systems to stop the accumulation of unsustainable and illegitimate debt, to offer fair and comprehensive solutions to debt crises, and to build more equitable, just and post-carbon societies.

Con motivo de la Cumbre del G7 de 2022:
¡Cancelar la deuda ante las crisis sanitaria, económica y climática!
La Cumbre del G7 de este año está próxima, nuevamente, en un mundo que ha visto pocos cambios progresivos, pero que por el contrario ha caído más profundamente en la servidumbre por deudas, desigualdad y empobrecimiento en un sistema neoliberal liderado y mantenido por los países más ricos. Miles de millones de personas en el sur global, que han experimentado la mayor amenaza para su supervivencia y derechos humanos durante la pandemia de COVID-19, están soportando el yugo más pesado de la carga de la deuda. Permanecen en las garras de las múltiples crisis de salud, recesión económica e intensificación del cambio climático. Estas crisis se agravan con el peso de la acumulación y servicio de deudas insostenibles e ilegítimas, así como de la consolidación fiscal con préstamos del FMI. Esto, a su vez, ha llevado a un empeoramiento de la desigualdad, particularmente entre las mujeres, minorías, refugiados y otros grupos marginados.
El G7, con el apoyo del Fondo Monetario Internacional, Banco Mundial y prestamistas privados, han persistido en impulsar sus medidas de "alivio" de la deuda -con consecuencias nefastas- y ahora prometen "mejoras" ante el fracaso. Muchos países del sur global que entraron en la pandemia con altos niveles de deuda existentes están ahora más endeudados que antes como consecuencia tanto de las medidas de respuesta de estímulo fiscal a la pandemia como de una baja tasa de interés en un contexto global. Esto ha alimentado el exceso de préstamos y endeudamiento. Como advertimos, las respuestas inadecuadas, fragmentarias, temporales y generadoras de deuda de las soluciones del G7/G20 han fallado y solo han empeorado las condiciones. Han demostrado, una vez más, su insuficiencia para hacer cumplir la participación de prestamistas privados, a los que los países del sur global se han visto muy expuestos. Han demostrado una vez más ser soluciones falsas que solo están erosionando más medios de vida, profundizando la desigualdad, exacerbando la crisis climática y amenazando más vidas, particularmente a raíz del actual shock de inflación de los precios de los alimentos y combustibles.
Un importante llamado del movimiento mundial por la justicia de la deuda para la cancelación incondicional de los pagos de la deuda externa pública por parte de todos los prestamistas– bilaterales, multilaterales y privados – para todos los países necesitados durante al menos los próximos cuatro años como un paso inmediato, y un programa claro hacia la cancelación incondicional de la deuda pendiente es totalmente ignorado. Por décadas no se ha prestado atención al llamado de los movimientos de justicia de la deuda para establecer un marco multilateral transparente y vinculante para la resolución de la crisis de la deuda que aborde la deuda insostenible e ilegítima y proporcione una reestructuración sistemática, oportuna y justa de la deuda soberana, incluyendo la cancelación de la deuda, en un proceso que convoque a todos los acreedores.
Gran parte de esta deuda es insostenible e ilegítima. Las condicionalidades de los préstamos de austeridad han contribuido a la vulnerabilidad del sur global a múltiples crisis que continúan sumiendo a los pueblos en mayores privaciones. Sin embargo, los pagos de estas deudas continúan siendo reclamados, sin el beneficio de ninguna auditoría o revisión en cuanto a su naturaleza y términos cuestionables. También parece haber poca preocupación seria por los riesgos de cambio climático cada vez más catastróficos, y ninguna consideración por la escala y gravedad de los impactos adversos de COVID-19 en la salud y vida, medios de subsistencia e ingresos de las personas, y el disfrute general de los derechos humanos. Cada vez está más claro que las prioridades financieras de los acreedores sustituyen a los derechos humanos de las personas y naciones de todo el sur global.
Resaltamos una vez más la urgencia de cancelar las deudas insostenibles e ilegítimas para liberar recursos para las necesidades inmediatas: atención médica vital y universal, protección social y otros servicios y derechos esenciales; garantizar la seguridad y el bienestar de las personas y comunidades; prestar asistencia económica y estructural a las personas, familias y comunidades afectadas, vulnerables y marginadas; emprender una acción climática urgente y construir economías que sean equitativas, que defiendan los derechos humanos, promuevan la justicia de género, racial y ecológica, y que sean resilientes al clima y compatibles con la salud del planeta.
Los fondos liberados de la cancelación de la deuda no deben contarse como parte del cumplimiento de la obligación de los países del norte global y del G7 de proporcionar financiación climática para el sur global. La negativa de los líderes del norte global a cumplir con sus obligaciones completas le está costando caro al sur global en términos de programas de adaptación que se necesitan con urgencia, cobertura de pérdidas y daños relacionados con el clima, restauración ecológica y la transición rápida y justa de los sistemas de energía de combustibles fósiles. Mientras tanto, se están impulsando más préstamos como financiamiento climático y existe una persistencia en los préstamos para combustibles fósiles, hundiendo al sur global más profundamente en la deuda y exacerbando la crisis climática. El G7 y el G20 están promoviendo soluciones más inadecuadas y/o falsas, como los canjes de deuda por cambio climático que, en el mejor de los casos, han brindado un escaso alivio y, en el peor, han legitimado préstamos dudosos y dañinos y han introducido condiciones y términos costosos.
Con voces más fuertes y un alcance cada vez mayor, reiteramos nuestras demandas por la justicia de la deuda:
- la cancelación inmediata de la deuda para que las personas puedan hacer frente a las múltiples crisis; con ese fin, los países del G7 deberían promulgar leyes nacionales que obliguen a los acreedores privados a participar en el alivio de la deuda;
- poner fin a la explotación de los pueblos y a la destrucción del medio ambiente mediante préstamos;
- para la entrega inmediata de financiamiento climático nuevo, adicional y no generador de deuda para la adaptación, mitigación y pérdidas y daños, mucho más allá de la promesa incumplida de $ 100 mil millones / año, que satisfaga adecuadamente las necesidades del sur global;
- detener la dependencia excesiva del endeudamiento mediante el apoyo a la transformación estructural en todo el sur global hacia la diversificación económica y la autonomía política; y
- por cambios sistémicos en los sistemas financieros y económicos para detener la acumulación de deuda insostenible e ilegítima, ofrecer soluciones justas e integrales a las crisis de la deuda y construir sociedades más equitativas, justas y post-carbono.

À l’occasion du sommet du G7 2022:
Face aux crises sanitaire, économique et climatique, annulez la dette!
Le sommet du G7 de cette année approche à nouveau dans un monde qui n'a connu que peu de changements positifs, mais qui s'est plutôt enfoncé dans la servitude pour dettes, les inégalités et l'appauvrissement sous le système néolibéral dirigé et maintenu par les pays les plus riches. Accablés par le plus lourd fardeau de la dette, les milliards de citoyen-ne-s du Sud ont subi la plus grande menace pour leur survie et leurs droits humains pendant la pandémie de COVID-19. Encore aujourd’hui, ils restent en proie aux multiples crises sanitaires, à la récession économique et à l'intensification du changement climatique. Ces crises s'aggravent sous le poids de l'accumulation et du service de la dette pour des dettes insoutenables et illégitimes, ainsi que des réductions budgétaires dans le cadre des prêts du FMI. Cela conduisant à une aggravation des inégalités, en particulier pour les femmes, les minorités, les réfugiés et d'autres groupes marginalisés.
Le G7, avec le soutien du Fonds monétaire international, de la Banque mondiale et de créanciers privés, a persisté à pousser ses mesures « d'allégement » de la dette – avec des conséquences désastreuses – et promet maintenant des « améliorations » face à l'échec. De nombreux pays du Sud, avec des niveaux d'endettement élevés à la veille de la pandémie, sont désormais encore plus endettés en raison des mesures de relance budgétaire face à la pandémie et des faibles taux d'intérêt au niveau mondial. Cela alimentant des prêts et des emprunts excessifs. Comme nous l'avions prévenu, les réponses inadéquates, fragmentaires, temporaires et génératrices de dette des solutions du G7/G20 ont raté leur cible et n'ont fait qu'empirer la situation. Ils ont montré, une fois de plus, leur incapacité à imposer la participation des créanciers privés, face auxquels les pays du Sud sont devenus fortement exposés. Ils se sont avérés une fois de plus être de fausses solutions qui ne font qu'éroder davantage les moyens de subsistance, aggraver les inégalités, exacerber la crise climatique et menacer davantage de vies, en particulier à la suite du choc actuel avec l'inflation des prix des denrées alimentaires et des carburants.
Un appel majeur du mouvement mondial pour la justice de la dette pour l'annulation inconditionnelle des paiements de la dette extérieure publique pour tous les créanciers - bilatéraux, multilatéraux et privés - pour tous les pays dans le besoin pendant au moins les quatre prochaines années comme une étape immédiate, et un programme clair vers l'annulation inconditionnelle de l'encours de la dette a été totalement ignoré. Aucune attention n'a été accordée aux appels lancés depuis des décennies par des mouvements de justice de la dette pour établir un cadre multilatéral transparent et contraignant pour la résolution de la crise de la dette qui traite la dette insoutenable et illégitime et prévoit une restructuration systématique, opportune et équitable de la dette, y compris son annulation, dans un processus réunissant tous les créanciers.
Une grande partie de cette dette est insoutenable et illégitime. Les conditionnalités d'austérité des prêts ont contribué à la vulnérabilité des pays du Sud face à de multiples crises qui continuent de plonger les peuples dans une plus grande privation. Pourtant, le paiement de ces dettes continue d'être réclamé, sans aucun audit ou examen quant à leur nature et leurs conditions douteuses. Il semble également qu'il y ait peu de préoccupations sérieuses concernant les risques de plus en plus catastrophiques du changement climatique, et sans tenir compte de l'ampleur et de la gravité des effets néfastes de la COVID-19 sur la santé et la vie des personnes, leurs moyens de subsistance et leurs revenus, et l’exercice des droits de l'homme. Il est de plus en plus clair que les priorités financières des créanciers l'emportent sur les droits humains des peuples et des nations du Sud.
Nous soulignons à nouveau l'urgence d'annuler les dettes insoutenables et illégitimes afin de libérer des ressources pour répondre aux besoins immédiats - les soins de santé vitaux et universels, la protection sociale et d'autres services et droits essentiels ; assurer la sécurité et le bien-être des personnes et des communautés ; fournir une assistance économique et structurelle aux personnes, familles et communautés touchées, vulnérables et marginalisées ; entreprendre une action climatique urgente et construire des économies équitables, qui respectent les droits de l'homme, promeuvent le genre, la race et la justice écologique, et sont résilientes au climat et compatibles avec la santé de la planète.
Les fonds libérés de l'annulation de la dette ne doivent pas être considérés comme faisant partie de l'obligation des pays du Nord et du G7 de fournir des financements climatiques pour le Sud. Le refus des dirigeants du Nord de remplir toutes leurs obligations coûte cher au Sud en termes de programmes d'adaptation urgents, de couverture des pertes et dommages liés au climat, de restauration écologique et de transition rapide et juste hors des systèmes énergétiques à combustibles fossiles. Pendant ce temps, davantage de prêts sont consentis en tant que financement climatique et il y a une persistance des prêts aux énergies fossiles, plongeant le Sud dans l'endettement et exacerbant la crise climatique. Le G7 et le G20 portent des solutions inadéquates et/ou fausses telles que les échanges de dettes contre le climat qui, au mieux, n'ont apporté qu'un maigre soulagement, et au pire, légitimé des prêts douteux et nuisibles tout en apportant des conditions et des conditionnalités coûteuses.
Avec des voix plus fortes et une portée toujours croissante, nous réitérons nos demandes de justice de la dette :
- une annulation immédiate de la dette afin de permettre aux populations de faire face aux multiples crises ; à cette fin, les pays du G7 devraient adopter des lois nationales qui obligent les créanciers privés à participer à l'allégement de la dette.
- mettre fin à l'exploitation des peuples et à la destruction de l'environnement par le crédit;
- la fourniture immédiate de nouveaux financements climatiques supplémentaires et non créateurs de dette pour l'adaptation, l'atténuation et les pertes et dommages, bien au-delà de l'engagement non tenu de 100 milliards de dollars par an, qui répond de manière adéquate aux besoins du Sud;
- mettre un terme à la dépendance excessive à l'égard des emprunts en soutenant la transformation structurelle dans le Sud vers la diversification économique et l'autonomie politique ; et,
- des changements systémiques dans les systèmes financiers et économiques mettant fin à l'accumulation de dettes insoutenables et illégitimes, offrant des solutions justes et globales aux crises de la dette et construisant des sociétés plus équitables, justes et post-carbone.

Erklärung zur Unterzeichnung anlässlich des G7-Gipfels 2022:
Schulden streichen angesichts der Gesundheits-, Wirtschafts- und Klimakrise!
Der diesjährige G7-Gipfel findet in einer Welt statt, in der sich über viele Jahrzehnte kaum etwas zum Besseren verändert hat. Unter dem neoliberalen System, das von den reichsten Ländern angeführt und aufrechterhalten wird, ist sie vielmehr immer tiefer in Schuldknechtschaft, Ungleichheit und Verarmung gestürzt. Das schwerste Joch der Schuldenlast innerhalb dieses Systems tragen die Milliarden von Menschen im Globalen Süden, deren Überleben und Menschenrechte in den letzten zwei Jahren der COVID-19- Pandemie am stärksten bedroht waren. Die multiple Krise aus Gesundheitskrise, wirtschaftlicher Rezession und des sich verschärfenden Klimawandels, hält die Staaten des Südens nach wie vor fest im Griff. Die Krisen verschärfen sich weiter durch die Anhäufung und Bedienung untragbarer und illegitimer Schulden sowie durch Haushaltskonsolidierung im Rahmen von IWF-Krediten. Dies hat die Ungleichheit insbesondere unter Frauen, Minderheiten, geflüchteten Menschen und gesellschaftlichen Randgruppen weiter verschärft.
Die G7-Staaten haben mit Unterstützung des Internationalen Währungsfonds, der Weltbank und privater Kreditgeber ihre “Schuldenerleichterungsmaßnahmen "beharrlich vorangetrieben – mit verheerenden Folgen – und versprechen nun angesichts des Scheiterns dieser Maßnahmen "Verbesserungen". Viele Länder des Globalen Südens, die zu Beginn der Pandemie bereits hoch verschuldet waren, sind heute noch tiefer verschuldet als zuvor, und zwar als Folge der fiskalischen Stimulierungsmaßnahmen zur Bekämpfung der Pandemie sowie des globalen Niedrigzinsumfelds, das zu einer übermäßigen Kreditvergabe und -aufnahme führte. Wie wir gewarnt hatten, haben die unangemessenen, unzusammenhängenden, vorübergehenden und Schulden generierenden Maßnahmen der G7/G20 das Ziel verfehlt und die Situation verschlechtert. Die Maßnahmen haben einmal mehr gezeigt, dass sie nicht ausreichen, um die Beteiligung privater Kreditgeber durchzusetzen, denen die Länder des Südens stark ausgesetzt sind. Sie haben sich einmal mehr als falsche Lösungen erwiesen, die nur noch mehr Lebensgrundlagen zerstören, die Ungleichheit vertiefen, die Klimakrise verschärfen und noch mehr Menschenleben bedrohen, insbesondere im Zuge des aktuellen Schocks der Lebensmittel- und Energiepreise.
Völlig ignoriert wurde die Hauptforderung der globalen Entschuldungsbewegung nach der bedingungslosen Streichung des Schuldendienstes aller bedürftigen Länder gegenüber allen ausländischen Gläubigern (bilateralen multilateralen und privaten) für mindestens vier Jahre als sofortige Maßnahme. Auch der jahrzehntelangen Forderung der globalen Entschuldungsbewegung nach einem transparenten, verbindlichen und alle Gläubiger einbeziehenden multilateralen Rahmenwerks für die Lösung von Schuldenkrisen, in dessen Rahmen die Legitimität von Schuldtiteln überprüft wird und eine systematische, rechtzeitige und faire Restrukturierung und Streichung der Staatsschulden garantiert werden könnte, wurde nicht beachtet.
Ein Großteil der ausstehenden Schulden ist untragbar und unrechtmäßig. Die mit der Austerität verbundenen Kreditbedingungen haben die Anfälligkeit der Länder des Globalen Südens für zahlreiche Krisen, die die Menschen in immer größere Not stürzen, erhöht. Dennoch werden die Zahlungen für diese Schulden weiterhin eingefordert, ohne dass ihre fragwürdige Natur und ihre Bedingungen überprüft werden. Auch die zunehmend katastrophalen Risiken des Klimawandels und die negativen Folgen der COVID-19-Pandemie auf die Gesundheit, das Leben und die Lebensgrundlagen der Menschen sowie auf die allgemeine Wahrnehmung der Menschenrechte werden kaum ernst genommen. Es wird immer deutlicher, dass die finanziellen Interessen der Gläubiger über die Menschenrechte der Menschen im Globalen Süden gestellt werden.
Wir betonen erneut die Dringlichkeit des Erlasses untragbarer und unrechtmäßiger Schulden, um Mittel freizusetzen für unmittelbare Bedürfnisse – für lebenswichtige und universelle Gesundheitsversorgung, sozialen Schutz und andere wesentliche Dienste und Rechte; um die Sicherheit und das Wohlergehen der Menschen und Gemeinschaften zu gewährleisten; um wirtschaftliche und strukturelle Hilfe zu leisten für betroffene, gefährdete und marginalisierte Einzelpersonen, Familien und Gemeinschaften; um dringende Klimaschutzmaßnahmen umzusetzen und um eine Wirtschaft aufzubauen, die gerecht ist, die Menschenrechte wahrt, die Geschlechtergerechtigkeit, Gerechtigkeit zwischen ethnischen Gruppen und ökologische Gerechtigkeit fördert, und die klimaresistent und mit der Gesundheit des Planeten vereinbar ist.
Die durch den Schuldenerlass freiwerdenden Mittel sollten nicht als Teil der Klimafinanzierung an den Globalen Süden, zu der Länder des Globalen Nordens und die G7-Staaten bereits verpflichtet sind, gezählt werden. Die Weigerung der Staats- und Regierungschef*innen des Globalen Nordens, ihren Verpflichtungen in vollem Umfang nachzukommen, kommt den Globalen Süden teuer zu stehen: Er zahlt für die Umsetzung dringend benötigter Anpassungsprogramme an den Klimawandel, die Deckung klimabedingter Verluste und Schäden, die ökologische Sanierung und die Kosten eines schnellen und gerechten Ausstiegs aus fossilen Energiesystemen. Gleichzeitig werden immer mehr Kredite als Klimafinanzierung vergeben, und die Kreditvergabe für fossile Brennstoffe bleibt bestehen, was den Globalen Süden noch tiefer in die Schulden stürzt und die Klimakrise verschärft.. Die G7 und die G20 gehen mit weiteren unzureichenden und/oder falschen Lösungen hausieren, wie z. B. den Debt-for-Climate Swaps, die im besten Fall eine magere Erleichterung gebracht haben, im schlimmsten Fall aber zweifelhafte und schädliche Kredite legitimiert und teure Bedingungen und Auflagen eingebracht haben.
Mit stärkerer Stimme und immer größerer Reichweite bekräftigen wir unsere Forderungen nach Schuldengerechtigkeit:
- für einen sofortigen Schuldenerlass, um den Menschen zu helfen, die vielfältigen Krisen zu bewältigen; zu diesem Zweck sollten die G7-Länder nationale Gesetze erlassen, die die Beteiligung privater Gläubiger am Schuldenerlass verbindlich vorschreiben;
- für die Beendigung der Ausbeutung von Völkern und der Zerstörung der Umwelt durch Kredite;
- für die sofortige Bereitstellung neuer, zusätzlicher und nicht schuldengenerierender Klimafinanzierungsmittel für die Eindämmung und die Anpassung an den Klimawandel sowie für daraus entstandene Schäden und Verluste, die weit über die nicht eingehaltenen Zusagen von 100 Milliarden US-Dollar pro Jahr hinausgehen und den Bedürfnissen des Globalen Südens angemessen Rechnung tragen;
- für die Beendigung der übermäßigen Abhängigkeit von Krediten durch Unterstützung des strukturellen Wandels im Globalen Süden hin zu wirtschaftlicher Diversifizierung und politischer Autonomie; und,
- für systemische Veränderungen in den Finanz- und Wirtschaftssystemen, um die Anhäufung unhaltbarer und unrechtmäßiger Schulden zu stoppen, faire und umfassende Lösungen für kritisch verschuldete Staaten zu schaffen und gerechtere und kohlenstoffärmere Gesellschaften aufzubauen.

بمناسبة انعقاد قمة مجموعة الدول السبع
نداء من أجل إلغاء الديون وسط الأزمات الصحية والاقتصادية والمناخية
اقترب موعد انعقاد قمة مجموعة الدول السبع بعد مرور عقود لم يحرز فيها العالم التقدم المنشود بل على العكس من ذلك تفاقم ثقل الديون واللامساواة والفقر تحت وطأة نظام ليبرالي جديد تقوده وتحرسه الدول الأكثر غنى، الأمر الذي أثقل كاهل الملايير من سكان الجزء الجنوبي للكرة الأرضية بالديون في خرق سافر لسبل عيشهم ولحقوقهم، وخاصة في السنتين الماضيتين بعد انتشار جائحة كوفيد 19. ولايزال هؤلاء الملايين في قبضة الأزمات التي ضربت القطاع الصحي والاقتصاد مرفوقة بعواقب التغير المناخي، حيث تفاقمت هذه للأزمات المتعددة في ظل تراكم الديون وكلفة خدماتها ذات الطابع غير المستدام والمجحف علاوة على الأثر المدمر لشروط صندوق النقد الدولي التي تعمق من اللامساواة والتي يذهب ضحيتها النساء والأقليات واللاجئين وباقي الفئات المهمشة أكثر من غيرهم.
وأصرت مجموعة دول السبع بدعم من صندوق النقد الدولي والبنك الدولي والمقرضين الخواص على وضع اجراءات للتخفيف من ثقل الديون مع ما يترتب عن ذاك من عواقب وخيمة والآن تسعى المجموعة إلى اتخاذ "تحسينات" لتدارك فشلها، فالعديد من دول الجنوب التي كانت تعاني من ثقل الديون قبل اندلاع الجائحة قد غرقت حاليا في الديون بسبب التحفيزات المالية التي تم وضعها لتجاوز عواقب الجائحة بالإضافة إلى أثر الانخفاض العالمي لسعر الفائدة ومانتج عنه من اسراف في الاقتراض. وكما سبق وان حذرنا، فإن كلتا مجموعتي الدول السبع والدول العشرين قدمتا أجوبة تطبعها الظرفية وقصر النظر مما تسبب في الحاجة إلى المزيد من الاقتراض وتعميق الأزمة، حيث أظهرت هذه الدول مرة أخرى عدم قدرتها على اشراك المقرضين الخواص الذين يسيطرون على ديون دول الجنوب. كما أبانت هذه الدول الصناعية الكبرى على عدم نجاعة الحلول التي تقدمها والتي تؤثر سلبا على ظروف العيش وتؤدي إلى المزيد من الفقر وللامساواة وتعمق من الأزمة المناخية وتهدد الأسر خاصة في ظل صدمات التضخم التي همت الغذاء والطاقة.
وأطلقت حركة عدالة الديون العالمية من أجل إلغاء بدون شروط لأداء الدين الخارجي لجميع المقرضين- سواء على المستوى الثنائي والمتعدد الأطراف والمقرضين الخواص- لصالح جميع الدول المثقلة بالديون وذلك لمدة أربعة سنوات، كخطوة مستعجلة وكجزء من برنامج يهدف الإلغاء الشامل للديون المستحقة. إلا أنه للأسف لم يلق هذا النداء آذانا صاغية شأنه كشأن نداءات سابقة لحركة عدالة الديون من أجل تأسيس إطار متعدد الأطراف شفاف وملزم من أجل حل أزمة الديون ومعالجة الديون غير المستدامة والمجحفة بالإضافة إلى إعادة هيكلة الدين العام بشكل منهجي وعادل بما فيه إلغاء الدين بموافقة المقرضين.
إن معظم هذا الدين غير مستدام وفاقد للمشروعية، حيث أدت شروط الدين إلى تفاقم هشاشة دول الجنوب وزاد من عرضتها للأزمات، مثل الأزمة المتعددة الأبعاد الحالية والتي ألقت بشعوب دول الجنوب في براثن الحرمان. إلا أن هذه الدول ما تزال مطالبة بأداء أقساط القروض بدون الاستفادة من أي تحقيق أو مراجعة لطبيعة وشروط هذه القروض المشكوك فيها والتي لا تكترث بمخاطر التغير المناخي وبالعواقب المدمرة لجائحة كوفيد 19 على صحة وحياة ومداخيل الناس وحقوقهم. كما يتضح أن الأولويات المالية للمقرضين تأتي قبل حقوق الأفراد والأمم في النصف الجنوبي للكرة الأرضية.
إننا نؤكد مجددا الطابع الاستعجالي لإلغاء الديون غير المستدامة وغير المشروعة من أجل تحرير موارد واستغلالها لتأمين الحاجيات المستعجلة ومنها توفير الخدمات الصحية للجميع والحماية الاجتماعية والخدمات الأساسية والحقوق الأخرى بالإضافة إلى توفير ظروف ازدهار المجتمعات وتقديم المساعدة الاقتصادية والبنى التحية للفئات والأفراد والأسر والمجتمعات المهمشة، واتخاذ تدابير عاجلة لمواجهة التغير المناخي وبناء اقتصادات مستدامة مناخيا و عادلة في احترام لحقوق الانسان مقاربة النوع والعدالة الاثنية والبيئية ومنسجمة مع صحة المعمورة.
ولايجب احتساب الموارد المالية التي سيتم تحريرها بفعل إلغاء الديون كمساهمة لمجموعة الدول السبت في تمويل العمل المناخي في دول الجنوب. لأن تقاعسها عن تحمل مسؤولياتها يؤدي إلى كلفة باهضة يتحملها دول الجنوب خاصة في مجال برامج التكيف المناخي وتعويض الخسائر الناجمة عن التغير المناخي والترميم البيئي والانتقال الطاقي السريع بعيدا عن الاعتماد على الوقود الأحفوري. وفي الآن ذاته، تشجع المجموعة هذه الدول على المزيد من الاستدانة لمواجهة التغيرات المناخية وتواصل الإقراض لتوريد الوقود الأحفوري، ما يعمق من ثقل ديون دول الجنوب ويفاقم من الأزمة المناخية، كما تطالب بالعديد من الحلول غير المنتجة مثل مقايضة الديون بالعمل المناخي والتي لم ينتج عنها سوى تخفيف ضئيل للديون، في حين تضفي هذه الدول الشرعية على ديون مجحفة ومضرة بشروط باهضة الكلفة.
ونود في هذا الصدد التأكيد بصوت مرتفع على مطالبنا من أجل إرساء عدالة الديون من خلال:
- الإلغاء الفوري للديون من أجل تمكين الشعوب من التعامل مع الأزمات المتعددة، لهذا مجموعة الدول السبع مطالبة بوضع قوانين وطنية تلزم المقرضين الخواص بالمشاركة في تخفيف الدين،
- وضع حد لاستغلال الشعوب وتدمير البيئة عن طريق القروض،
- التنفيذ فوري لتمويل مناخي إضافي وغير مسبب للاقتراض من أجل دعم التكيف المناخي والتخفيف من الخسائر، ينضاف لتعهد 100 مليار دولار في السنة بشكل يستجيب لحاجيات دول الجنوب،
- وضع حد للاسراف في الاقتراض عن طريق دعم بنى انتقالية في مختلف دول الجنوب لتشجيع التنويع الاقتصادي والاستقلالية في وضع السياسات،
- تحقيق تغير منهجي في الأنظمة المالية والاقتصادية من أجل وقف تراكم الديون غير المستدامة وغير المشروعة وتوفير حلول عادلة وشاملة لأزمات الديون وبناء مجتمعات مابعد الوقود الأحفوري يسودها العدل والمساواة.
